Generalised System of Preferences - Temporary withdrawal of Preferences from Belarus

On  29 January 2003, a request was made from  International Trade Unions, under Article 27 of Regulation (EC) No 2501/2001 of 10 December 2001 applying a scheme of generalised tariff preferences for the period 1 January 2001 to 31 December 2004 to the European Commission to initiate an investigation into the alleged violations of the freedom of association and the right to collective bargaining in the Republic of Belarus.

The Commission in consultation with the Generalised Preferences Committee decided, by Decision of 29 December 2003, to initiate an investigation. The information collected by the Commission during the course of the investigation corroborated the existence of serious and systematic violations of these core labour rights.

In December 2006 after discussions at the GSP Working Groups the proposal to temporarily withdraw preferences was put before the European Council where it was agreed that preferences should be temporarily withdrawn from the Republic of Belarus.
