Consultations Announced in the Energy White Paper: Meeting the Energy Challenge

Planning
Launch: A consultation was published alongside the Planning White Paper on 21 May 2007

Purpose: to set out the Government's detailed proposals for reform in response to the recommendations made by Kate Barker and by Rod Eddington on planning, and consult on certain aspects of proposed planning reforms, including for major energy infrastructure projects.

Nuclear
Launch: 23 May 2007, alongside the Energy White Paper

Purpose: to seek comments on the Government’s preliminary view that companies should be allowed to build new nuclear power stations in the UK because of their potential contribution to tackling the UK’s goals on climate change and security of supply.

Renewables Obligation
Launch: 23 May 2007, alongside the Energy White Paper

Purpose: to consult on the arrangements we propose for strengthening and modifying the Renewables Obligation, including the implementation of banding.

Guidance on the Gas Act 1965
Launch: 23 May 2007, alongside the Energy White Paper

Purpose: to consult on guidance for interested parties on the processes and use of the Gas Act 1965.

Carbon Emission Reduction Target (formerly Energy Efficiency Commitment)
Launch: 23 May 2007, alongside the White Paper

Purpose: to consult on key issues such as the size of the commitment under this obligation on suppliers between 2008 and 2011.

Purpose: to consult on strengthening the statutory decommissioning regimes for oil and gas and renewable energy installations to minimise the risk of liabilities falling on the public purse in the event of operator default.

Supplier Obligation – call for evidence

Purpose: to help consider possible alternative designs for the post 2011 phase of the continuing obligation on energy suppliers.

Carbon Reduction Commitment
Launch: summer 2007

Purpose: to consult on the detailed design of the Carbon Performance Commitment on large non-energy intensive organisations.

Electricity Emergency Planning
Launch: Summer 2007

Purpose: to update the electricity priority user arrangements in the extremely unlikely event of a widespread electricity disruption.

CoRWM Implementation
Launch: summer 2007

Purpose: to consult on the Government’s proposals for implementing CoRWM‘s recommendations.

Energy Services Directive 2006/32/EC Article 6
Launch: summer 2007

Purpose: to consult on possible additional measures needed to comply with the Energy Services Directive 2006/32/EC Article 6 in relation to the promotion of energy efficiency by energy suppliers.

Distributed Generation (licensing)
Launch: autumn 2007

Purpose: DTI and Ofgem to consult jointly on more flexible market and licensing arrangements for distributed, low carbon electricity supply.

UK Regulation of CCS
Launch: later in 2007

Purpose: to consult on regulation for the full chain of CCS technologies.

CO2 from Cars
Launch: later in 2007

Purpose: to consult on options for mandatory new car fuel efficiency targets, along with other details of the European Commission's communication on CO2 from passenger cars and light commercial vehicles

Code for Sustainable Homes
Launch: by the end of 2007

Purpose: to consult on whether all new homes should be required to be rated against the Code. .

Business Billing and Metering
Launch: 3 August 2007

Purpose: to consult on the proposal that energy suppliers should provide all but the smallest business users with advanced metering services within the next 5 years.
