Finance and Investment

Early in 2006, the Finance & Investment Working Group (FIWG) met (jointly with members of the Making Offshore Wind Work Group) to consider the work that the Carbon Trust is funding with LEK on future support mechanisms for marine renewables and on-and-off-shore wind power.  The discussion helped to clarify RAB's views on the Renewables Obligation and feed into the response to the Energy Review.

It is anticipated that the FIWG will meet further to discuss the final LEK/Carbon Trust report and examine the extent to which there could usefully be additional analysis and/or opinion testing. A particular focus for the FIWG will be to examine possible approaches to sustaining investor confidence if changes to support mechanisms are considered necessary.

The FIWG has also made input (at joint meeting with Planning Working Group) into the project exploring bankable models of community ownership initiated through the Planning Working Group.

Objectives and work plans are for the remainder of 2006

  • The FIWG will review the final report from the project exploring bankable models of community ownership, and discuss next steps and dissemination.
  • Review final LEK/Carbon Trust study output.
  • Examine implications for investor confidence of different approaches to changing support mechanisms as they emerge from the Energy Review (and identify ways of sustaining confidence in renewables investment).
