EU: Russia Dialogue

In a move to take the ongoing EU-Russia dialogue on energy to a new level of co-operation, the UK worked closely with the European Commission and other Member states during our Presidency of the European Council in 2005.

As a result, EU-Russia Thematic Groups were established to discuss closer co-operation in four areas: infrastructure; investment; energy efficiency and trade. These Groups will produce reports and make specific recommendations, which will then be put to the 2006 EU-Russia Summit for consideration.

The UK hosted an Energy Permanent Partnership Council (PPC) on 3 October 2005 to give political direction to the work of these Groups and agreed specific areas for closer collaboration. The PPC comprised the Commission and Ministers from Russia, the UK (as Presidency) and Austria (as the incoming Presidency).

We continue to work with other Member States looking at ways to maintain the momentum of the Energy dialogue, (including the potential for a further PPC under the Finnish Presidency).
