The Energy White Paper, published in 2003, sets out our key energy policy goals and strategy for the next half century. One key commitment is to “ensure that every home is adequately and affordably heated”, with the aim that as far as reasonably practicable no household in Britain should be living in fuel poverty by
2016-18.

Group for England
An Advisory Non-Departmental Public Body sponsored by the DTI and DEFRA which reports on the progress of delivery of the Government’s Fuel Poverty Strategy.
The UK Fuel Poverty Strategy,
Annual Progress Reports and Annual Monitoring
The strategy was published in 2001 and progress is monitored and reported on annually.
The third annual report and associated annexes are now available.
2003 English House Condition Survey Fuel Poverty Dataset released
As of 1 August 2005, the EHCS dataset on fuel poverty is available.

The First Annual
Report of the Design and Demonstration Unit (PDF

This is the first Report of the Design and Demonstration Unit. The Unit, a
team of secondees primarily provided by National Grid Transco, was set up to
design, develop and deliver projects in support of Energy White Paper
objectives. It has focused on providing adequate, affordable heating to
deprived communities.
Energy Prices and Defra's Fuel Poverty Action Plan
Defra published Fuel Poverty in England: The Government’s Plan for action on 30 November 2004. DTI prepared the price estimates within that document. More details on these assumptions can be accessed below:
