PUBLIC PROCUREMENT
 


Goal

To use public procurement to drive markets for innovative environmental goods and services
 

What’s the issue?

By contracting for products and services in sufficient volume, public sector procurement can stimulate markets and encourage investment in new skills, equipment or R&D. 

 

The innovative products and services brought to the market will help Government achieve better value for money i.e. the best balance of product or service performance, quality and whole life costs to meet the user requirement.

 

But there are a number of actual and perceived barriers such as cost, risk, skills, information and inertia that need to be overcome.

 

 

What will we do?
 

  • Secure forward commitment from a pubic sector purchaser to allow the scaling-up of an innovative environmental product or service.
     

  • Demonstrate how barriers to innovative sustainable procurement can be overcome.
     

  • Work with a government agency or department to produce a model for replication in other parts of the public sector.
     

  • Develop a training programme covering the key issues purchasers need to consider when making purchasing decisions on environmental technologies, products and services.

 

We will be successful if:
 

  • A greater number of public sector buyers commit to purchase innovative products, services or technologies.
  • A greater volume of innovative environmental goods and services are be purchased by the UK public sector.
