Local Better Regulation Office (LBRO)

A key concern of business identified by the 2005 Hampton Review ‘Reducing administrative burdens: effective inspection and enforcement’ was the lack of consistency and coordination in local authority regulatory services. To address this concern, building on the work of the Local Authority Better Regulation Group and initial proposals for a Consumer and Trading Standards Agency, the Chancellor announced in the 2005 Pre-Budget Report that the Local Better Regulation Office (LBRO) would be established.

During 2006 DTI took this work forward alongside work on the Retail Enforcement Project which had been launched in June 2005 to pilot a range of new processes to streamline routine planned inspections by trading standards, environmental health and fire – for more information see separate link.

On 28 November 2006 the Chancellor published a report detailing progress made on implementing the recommendations of the Hampton Review: ‘Implementing Hampton: from enforcement to compliance’. This report gave further details on how LBRO would be established, including that the Better Regulation Executive would establish the body in 2007.

Work on both LBRO and the Retail Enforcement Project has since transferred to the Better Regulation Executive in Cabinet Office to be taken forward alongside other related work such as the Rogers Review of local authority regulatory priorities – see links on right for further details.

Consistency Project

The DTI LBRO team led a short-term LBRO Consistency Project to examine cross-boundary partnership schemes such as the Home Authority Principle and Lead Authority Partnership Schemes between September 2006 and March 2007 - see pages below (links on left) for further information.
