The
People Agenda – Key Partners
CSU values the partnerships it has
with a range of organisations addressing aspects of the People Agenda.
These cover industry bodies, academia, research organisations, and
Government departments and agencies including the Strategic Forum for
Construction. Among them are:
Construction
Industry Training Board (CITB-ConstructionSkills)
ConstructionSkills is
one of a number of Sector Skills Councils licensed by the Government to
provide a means whereby employers can secure influence in the supply of
education, training and business support. ConstructionSkills is the Sector
Skills Council for construction. It is a partnership between the
Construction Industry Training Board (now referred to as
CITB-ConstructionSkills), the Construction Industry Council (CIC), and CITB
in Northern Ireland. More information is available via the

The Unit works closely with
CITB-ConstructionSkills and has Observer status on the main Board, key committees
and the National Skills Forum for Construction and the Built Environment.
We also participate actively on a number of their project steering
committees.

Construction Industry
Council (CIC)
One of the partners in
ConstructionSkills, the CIC is an umbrella organisation which promotes
industry improvement, innovation and research on behalf of its member
professional institutions. CIC has particular responsibility for those
working at professional, managerial and technical levels. CIC
undertakes a wide range of continuous professional development activity,
focusing on graduate and professional recruitment. More details are

The Unit is in regular contact with
the CIC and works with them on a range of fronts, including the People
Agenda.

Industry Council
SummitSkills
SummitSkills is the
Sector Skills Council for the electro-technical, heating, ventilating, air
conditioning, refrigeration, cabling, lighting and plumbing industries.
It was licensed in mid-2004 and works with employers to tackle future
labour needs of their sector, whether school leavers or mature entrants. It
also supports
entrepreneurs setting up new businesses. With the industry facing a demographic dip in the workforce,
addressing skills needs is a high priority.
The Unit maintains close contacts with SummitSkills which is working with
employers to consider future labour demands; to set standards; and to
address training needs.

Constructing
Excellence (CE)
Constructing Excellence aims to achieve
a step change in construction productivity by tackling the market failures
in the sector, and selling the business case for continuous improvement. In
taking forward its programme, it actively supports the work and policies of
the Unit. It has also developed a network of regional centres, each of
which acts as focus for activity within its region. Thousands of
construction firms are participating in Constructing Excellence’s
improvement and learning programmes to establish best practice across the industry.

Considerate
Constructors’ Scheme (CCS)
The Considerate
Constructors’ Scheme is a non profit-making, independent organisation
founded by the industry to improve its image. The CCS operates a voluntary
Code of Considerate Practice, which is adopted by participating construction
companies, as well as everyone involved on CCS sites. The Code commits
contractors in the Scheme to be considerate and good neighbours, as well as
clean, respectful, safe, environmentally conscious, responsible and

Other Government
Departments and agencies
As the DTI’s main interface with the construction
industry, the Unit liaises with a host of other government departments and
agencies whose work or policies impact on the construction People Agenda.
These include the Health and Safety Executive (HSE), the Department for
Education and Skills (DfES), the Learning and Skills Council, Job Centre
Plus, Inland Revenue and Home Office.
