DTI and ODPM have considered the best way to implement this commitment.  The following initiatives have resulted:

 

Small Business Rate Relief

 

Research published by the DOE in 1995 shows rates are an especially heavy burden on small businesses The Local Government Bill will introduce rate relief for small businesses. This will be available to any business that declares to the local authority that it occupies only the one property for which it is claiming relief. This makes administration simple and will direct the relief at genuinely small businesses, rather than those that occupy many small properties.

 

Research published by the DOE in 1995 shows rates are an especially heavy burden on small businesses. Rates represent a relatively large burden (as a proportion of turnover or profit) for small firms. The benefit that small businesses receive from such relief would have wider implications for consumers and local communities.

Growth Incentives

 

The Chancellor's 2002 Pre-Budget Report announced the introduction of Growth Incentives whereby Local Authorities could retain a certain amount of revenue from rates arising from new development.
