This section reflects the content and commitments of Chapter 2 building UK capabilities on pages 14-37 of the CWP (except for ICT issues - see Section D). Commitments include setting up the Enterprise Unit and creating an Enterprise Fund for smaller businesses.

Section B: collaborate to compete

This section reflects the content and commitments of Chapter 3 collaborate to compete on pages 38-50 of the CWP. Commitments include support for "Fit for the Future" and funding for up to 10 sectoral proposals to adapt the SMMT Industry Forum model

Section C: competitive modern markets

This section reflects the content and commitments of Chapter 4 competitive, modern markets on pages 51-59 of the CWP (except for ICT issues - see Section D). Commitments include consulting on the reform of merger policy and removing remaining barriers to international trade.

Section D: information communications technology

This section reflects the content and commitments relating to the information and communication technologies issues in Chapters 2 and 4 of the CWP. Commitments include removing legal barriers to e-commerce and appointing the 'e-envoy'.

Section E: innovation and entrepreneurship in government

This section reflects the content and commitments of Chapter 5 innovation and entrepreneurship in government on pages 60-61 of the CWP. Commitments include developing a Competitiveness Index to measure the UK's progress and the appointment of a Competitiveness Council.
