FOREWORD

The Competitiveness White Paper published by the Government in December last year has been warmly welcomed by a wide range of interests as setting out an important agenda for action to enable the UK to improve its competitiveness and become more innovative and entrepreneurial.

But it is not enough for the Government merely to set an agenda. It is only by working together with businesses and others that we will be able to meet our shared objectives.

It is to demonstrate the Government's commitment to play its part that I am publishing this Implementation Plan - a working document designed to give detailed information about our plans for delivery to all those who share our desire to improve the competitive position of our country.

The Implementation Plan demonstrates the seriousness with which we take the White Paper. This plan will ensure that it forms a real agenda for action across Whitehall; an agenda which will support innovators, assist enterprise and encourage entrepreneurship.

The White Paper programme was devised in close consultation with business and other partners and I intend its implementation should be carried out in the same spirit. For that reason the plan contains the names, telephone numbers and e-mail addresses of the officials responsible for delivering each element of the Government's commitment. I would like to encourage business to work closely with the officials concerned to ensure that together we make a real difference to the UK's future.
