GLOSSARY - DEFINITIONS OF SOME KEY TERMS AND ABBREVIATIONS

Approved Code of Practice (ACOP) A guidance publication based on regulations which, if followed, helps compliance with the law, usually published by the HSE
CEC Commission of the European Communities
Chain of supply The chain through which a chemical passes from its manufacturer to its ultimate user.
Chemical A common term for substances and preparations.
CHIP The Chemicals (Hazard Information and Packaging for Supply) Regulations 1994, 1996, 1997, 2002
Classification Identification of the hazard of a chemical by assigning a category of danger and a risk phrase (except for transport regulations which do not involve the use of risk phrases) using set criteria.
Competent Authority (CA) The UK Government appointed body responsible for the administration of particular legislation. At the time of writing, these are spread between Government Departments.
DEFRA Department for Environment, Food and Rural Affairs
DfT Department for Transport
Directive Set of EC legislation that has to be passed by Member States governments, and then enacted into their own law, written herein by the reference number, e.g. 67/548/EEC
EA The Environment Agency
EC The European Communities, i.e. Member states, Commission, etc. We use EC rather than 'EU', because EC has the legal authority in the regulations.
EC Regulation Set of EC legislation that is immediately binding on Member States; should not be confused with the use of 'Regulation' in UK law, where the word refers to specific statements of legally binding requirements.
GLP Good Laboratory Practice: a standard of quality assurance, under which certain data for regulatory purposes must be generated.
Hazard The inherently dangerous properties of a chemical.
HSE The UK Health and Safety Executive
Official Journal The Official Journal of the EC
MAFF Ministry of Agriculture, Fisheries and Food
Preparation A mixture of substances.
Risk The likelihood of the hazardous properties of a chemical causing harm (to people or to the environment).
Risk phrase (R) A standard phrase giving simple information about the hazards of a chemical in normal use.
Safety phrase (S) A standard phrase giving advice on safety precautions which may be appropriate when using the chemical.
SDS Safety data sheet
SI Statutory Instrument, i.e. UK Government regulations, frequently UK enactments of European Community Directives.
Substance A chemical element or one of its compounds, including any impurities. (Note that some regulations use this word in a different way).
