A key
concern for business identified by the
Hampton Review was lack of consistency and coordination in
local authority regulatory services.
The
Department for Trade and Industry will lead in taking forward
the Government’s proposals to establish the new Local Better
Regulation Office (LBRO).
The LBRO will
build on the work of the Local Authority Better Regulation Group
and initial proposals for a
Consumer and
Trading Standards Agency.
The DTI has
outlined its plans for the LBRO in a vision document entitled "Moving
Towards the Local Better Regulation Office - The Way Ahead."

The LBRO will
not be a new regulator. Its aim is to minimise burdens on
business and work in partnership with local authorities and the
national regulators to deliver a risk-based approach to business
inspection and enforcement.
The LBRO will
drive up standards within the wider local government performance
framework. Working with the national regulators, it will ensure
a single coordinated set of priorities for local authority
regulatory services covering trading standards and environmental
health.
The LBRO will
improve consistency and coordination for all businesses,
particularly those that operate across local authority
boundaries.
The Office of
Fair Trading (OFT) will take on the other roles envisaged for
the CTSA by Hampton, including the functions of the National
Weights and Measures Laboratory, the British Hallmarking Council
and the Hearing Aid Council.
On consumer
issues, OFT will work with other national regulators and LBRO to
drive through the Hampton principles in Trading Standards.
The DTI will
be working with a large number of public bodies, Government
Departments and agencies during 2006 and beyond to set up the LBRO. More information on the project
