    <summary><![CDATA[ The development of skills, knowledge and understanding are at the centre of our education and skills system. The assessment and recognition of that learning play a critical part in ensuring that the system is effective. We need an effective system so that every learner can play an active role in our society and contribute to our ongoing economic prosperity.

We are publishing these plans to reform how tests and qualifications are regulated. As announced in September, we plan to establish a new independent regulator of qualifications and
tests for England, which will be called the Office of the Qualifications and Examinations Regulator.The regulator will be the guardian of standards across the assessment and qualifications system
for children, young people and adult learners. The regulator will report directly to Parliament on the tests and qualifications system and the value for money it offers the taxpayer. In developing
these proposals we have sought to create a system that is right for now, but will also operate effectively in the changing landscape of the coming years.

    <summary><![CDATA[ The Department is considering amending the Regulations (SI 2007/1864) from 2009, to:

- require principals moving to a different principal's post to be qualified; and,
- set a time limit of three years from the date of appointment for both newly appointed principals and those principals who move post to achieve qualified principal status. ]]></summary>
    <detail><![CDATA[ Currently, the requirement to be professionally qualified applies only to newly appointed principals i.e. those taking up their first post as principal.  The proposal is to extend the Regulations to principals moving post within the FE sector. These principals are often at a key stage in their career and often moving to take on more challenging roles at larger, more complex institutions. 

Currently the Regulations set no time limit for completing the programme. The proposal is to set a time limit of three years. This will ensure that all newly appointed principals and those moving post, undertake and complete the Principals' Qualifying Programme within a reasonable period following their appointment.

These proposals should be seen as a signal of the Department's commitment to both the Principals' Qualifying Programme and to a fully qualified FE workforce.  The aspiration of Ministers is that all College Principals should undertake and complete the PQP programme.

The number of FE College Principals going through the PQP Programme is encouraging, and includes a number of principals who are not in the scope of either the existing regulations or of these proposals.  

The Department would encourage all FE Principals to take part in the programme.  Although at the moment there are no plans to extend the Regulations to cover existing principals, who are not taking up new posts, this position will be reviewed in the light of take up of the programme by late 2009. ]]></detail>

    <summary><![CDATA[ This consultation seeks views on proposals to give employees in England a right to a serious conversation with their employer about their skills development. This new right would help encourage and support adults to develop their skills and rise as far as their talent will take them.  And, by helping to raise their employees' awareness and aspirations in relation to skills, the proposed right would support and encourage employers to invest in the skills of their employees as a driver of future business performance. ]]></summary>
    <detail><![CDATA[ Investing in talent is one of the most powerful things we can do to improve business productivity and performance, and ensure that our nation's employers - and our economy as a whole - can compete with the best in the world. Investing in talent is equally important if we are to build a society where everyone has the opportunity to rise as far as their talents will take them, to improve their lives and those of their families.

In the last decade, we have made real progress in driving up the nation's skills, supported by significant investment from Government and from employers - who invest some &pound;38bn in training for their employees each year. But despite that progress, too many adults still struggle with low or out-of-date skills; one third of employers do not train their staff; and 8m employees in England go without training every year. We must tackle these skills challenges head-on if we want to secure a prosperous future for our economy, and a just one for our society.   

Successful employers see up-skilling and re-skilling of the workforce as one of the most powerful things they can do to drive their businesses forward.  We need to create a culture in which every employer takes that view; and one in which individuals see improving their skills as one of the most powerful things they can do to help them realise their career aspirations and improve their lives.

This consultation seeks views on proposals to give employees in England a right to a serious conversation with their employer about their skills development.  This new right would help encourage and support adults to develop their skills and rise as far as their talent will take them.  And, by helping to raise their employees' awareness and aspirations in relation to skills, the proposed right would support and encourage employers to invest in the skills of their employees as a driver of future business performance.

We would like to invite everyone with an interest in how time to train is taken forward - employers, individuals and representative bodies - to send us your comments.  The specific questions we want to explore and debate are listed in the consultation document and the response form.  We look forward to hearing your views on the proposals. ]]></detail>

    <detail><![CDATA[ The Innovation Nation white paper committed DIUS to develop a better understanding of the demand for Science, Technology, Engineering and Mathematics (STEM) skills from different sectors of the economy, the need for different STEM specialisms, and the level of skills needed.  A better understanding is needed on how the labour market affects supply, through its impact on choices made at all stages of education and employment. 

As a result, DIUS is conducting a programme of analysis to develop a view on the UK's future needs for STEM skills.  The programme of analysis will look at a number of challenging issues relating to the current and future demand and supply for STEM skills, including:

- The current labour market position of people with STEM qualifications, in terms of their earnings and occupations or industries they work in;
- The current and prospective supply of STEM qualifications, and how students progress from level to level;
- Employer views of the value of STEM skills, and how this varies across STEM disciplines and by level of qualification; 
- The feasibility of constructing projections or modelling scenarios of future demand or employment patterns for those with STEM qualifications. ]]></detail>

    <summary><![CDATA[ The Department for Children, Schools and Families and the Department for Innovation, Universities and Skills have published a Draft Apprenticeships Bill and are launching a joint consultation on the Bill's provision.
The Bill will establish a statutory basis for the Apprenticeships programme, to set out the relationship between different parts of the Apprenticeship system and ensure employers and apprentices can be confident that an Apprenticeship offers a high quality route to acquiring skills. The Bill will, for the first time, place duties on the Learning and Skills Council to secure sufficient and appropriate Apprenticeship places to fulfil the entitlement for each suitably qualified young person who wants one.
The Bill describes the functions of the new National Apprenticeship Service and also includes a provision to ensure that young people in schools are fully informed about high quality vocational training opportunities.
