Vacancy Description
Duties and responsibilities
Contributing to UK policy formulation on EU aspects of veterinary and food issues. Influencing/advising Whitehall on negotiating strategy (including advice to DEFRA veterinary officials attending the Commission-chaired Standing Committee). 50%
Representing UK in Council working groups and negotiating on the basis of UK objectives. 10%
Briefing and advising Permanent Representative, deputy Permanent Representative and Ministers. Reporting outcome of Permanent Representatives Committee (COREPER), Council of Ministers and Standing Committee meetings. 20%
Lobbying/influencing Commission, member state officials, MEPs etc in line with UK policy objectives. Responding to enquiries from the media, trade associations, NGOs, companies etc. 10 %
Staff management. 10%
Knowledge and Skills
The essential competencies for this post are: delivering results; problem solving and judgement; communicating and influencing; and working with others. The level of French required is: Oral: ‘Functional’ , Reading: ‘Functional’.
Essential on arrival in Post: Negotiating skills.
Useful or training/guidance given once in job: Knowledge/experience of animal health and welfare issues, veterinary issues, food safety and standards issues.
Further Information
The role of this post is to promote UK interests in EU negotiations on food and veterinary issues, including food safety, food standards, animal health and animal welfare. The postholder will take part personally in the negotiations, and advise others within the UK negotiating team. He/she will brief the deputy head of UKRep for meetings of COREPER I (the Committee of Permanent Representatives, part 1), and advise and brief UK ministers for the Council of Ministers. He/she will coordinate the work of a range of Departments including Defra, the Food Standards Agency and the Devolved Administrations.
This post is paired with a First Secretary (Food and Veterinary) post, whose dossiers the postholder will shadow to ensure cover in their absence.
