Tender document for a nationwide survey and report into domestic aerial system condition in support of digital switchover

This survey’s purpose is to quantify the extent of the impact to the consumer of the introduction of DVB. It will examine the current situation with regard to domestic TV aerial installations and make measurements to determine in-situ domestic digital TV signal reception environment. This will allow government to estimate the scale of any issue and put measures in place to provide information and assistance to the general public prior to the full roll out of digital TV and the future move to DVB-T2 transmission technology.

 

This exercise is an update to previous work undertaken 5 years ago to determine the UK’s readiness for digital TV. In particular we want to test reception in overlap areas where a customer’s receiver could receive strong signals from more than one transmitter and also in areas where signal reception could be marginal.

 

The first trial transmission of the new DVB-T2 digital television signal is due to take place in late 2009 in the Granada TV region. Subsequent to this and other planned trails, DVB-T2 will be rolled out nationally as the upgrade to the current national digital TV offering. Digital TV is delivered using technology that is not compatible with the current, analogue, technology which has been used since TV transmissions began and DVB-T2 signals may not be able to be received by current domestic digital/analogue installations.

The Department for Business, Enterprise and Regulatory Reform (BERR) has recently awarded a contract to GTech Surveys Ltd to undertake a survey of domestic digital TV installations on behalf of BERR.
