This paper sets out the aims and objectives of the switchover programme; explains the various roles and responsibilities; and sets out the 'digital switchover programme structure' that provides a pragmatic means for DCMS, BERR, Ofcom, Digital UK and DSHS Ltd to work together effectively and efficiently to achieve digital switchover. It replaces the first version of this document, which was published on 31 January 2006.
