Within the National Road Pricing Terms of Reference document you make reference to the possibility of a half day workshop to explain the PIN/demonstration process. I would be grateful if you could confirm if it is your intention to hold this event?

Response

Thank you for your interest in our programme. In response to your query, we have not made any explicit provision for a half day event at this point. This will be considered once responses have been received, not as an interim exercise during the period when external organisations may be seeking to prepare materials for submission to us.

Question

I have two queries on this OJEU notice.

Firstly, since the "DATE OF DISPATCH OF THIS NOTICE" is 14.7.2006, and "Responses to the consultation phase should be provided to DfT within two calendar months of the date of this notice, can you confirm that the current date for responses is 13th September 2006?

Secondly, since there are currently extant at least 5 DfT Notices on the subject of road pricing, with very similar initial and final dates as well as a major Road Pricing Notice from Transport for London, and another one from the South East England Development Authority (SEEDA), would it be possible to extend the deadline for responses to this rather complex and extensive PIN?

On behalf of company **, ** we would like to register our interest in the UK Road Pricing Demonstration and Research. ** is a leader in GPS/GPRS communication with extensive experience as solutions provider for ** on-board equipments and dispatcher / billings systems mainly in **.

What is the time schedule for providing the response to a PIN published in OJEU relating to demonstrations and research programmes for UK Road Pricing?

Question

We are presently responding to your Prior Information Notice (2006/S 134-143685).  As part of that response we have reviewed the information requirements set out in Annex A: Structure of Responses.  We have a clear understanding of what is required in Section 1 - Introductory Material.  However in Section 2, 3 and 4, the introductory paragraph refers to 'item marked "(a)" / "(b)" / "(c)" under objectives in the main body.' 

It is unclear what "(a)" / "(b)" / "(c)" refers to as there are no other references to these items either in Annex A or the other Annexes associated with the Prior Information Notice.

Please can you clarify the following two points:

i) What does "(a)" / "(b)" / "(c)" mean within the context of Annex A

ii) Does "(a)" / "(b)" / "(c)" have any relationship to the other Annexes or the Prior Information Notice itself.

Response

On page 3 of 5 in the Main Body the following text appears:

"The objectives of this phase of the programme are to:

(a) identify the scope of road-pricing demonstrations which the industry might be able to undertake and demonstrate in an operational environment within 12-24 months;

(b) identify concepts/solutions which might be offered by the market to assist the Government in the delivery of TDP charging in the UK;

(c) consider ways in which accreditation of systems and services might be achieved in the event that the Government decides to follow a market-driven approach;

(d) identify areas where the market considers that appropriate research might reduce risks and uncertainty and enable the successful delivery of future TDP charging."

Each of the elements listed (a) to (d) above, represent subjects where potential contributors can provide material within Sections 2 to 5 of their responses respectively, in accordance with the structure defined in Annex A.

With reference to the invitation to contribute suggestions for road pricing demonstrations and supporting research outlined in the PIN published in July I have 2 questions regarding the procedure.

1) What date and time exactly are you expecting responses. The PIN calls for 2 calendar months - I just want to make sure we interpret this correctly.

2) The introduction refers to a half day event which may be held if the DfT see fit to explain the PIN / process. Is this going to take place?
