Annex D: Assessment Approach
In analysing responses, DfT will take a structured approach to review the proposals. Initially all responses will receive a high level review to categorise the nature of the proposal submitted. Demonstration ideas will then be considered in more detail with a review of concepts being undertaken as a slightly delayed but parallel activity. Contributions regarding "accreditation" and "appropriate research" will be considered after the way forward on these two areas has been understood and the way ahead for any specific demonstrations has been clarified.
The assessment will consider:
- Viability of proposed demonstration activities / research options
- Most deliverable concept in terms of likely scalability, business model, potential for development, and practicality
- Quality of overall ideas in terms of fit with road pricing issues
- Relevant experience of consortium members in this or comparable sectors
- Value for money.
In seeking to determine which respondents may be invited to meet Department representatives, preference is likely to be given to those that have comprehensively addressed the key issues highlighted in Annex B.
It is DfT's current intention that all externally received questions and corresponding DfT responses will be made available on the DfT website for all to see.
