Within Reach

The Within Reach website was developed for the Department for Transport by Steer Davies Gleave to provide a programme of training and advice on accessibility planning for English local transport authorities. Within Reach was primarily developed in order to support local authorities’ transport planning officers as they developed their accessibility strategies required in support of second round of Local Transport Plans.

The Within Reach website gave support to officers by explaining aspects of the accessibility planning technical guidance. It also provided officers with some examples of best practice advice for the various stages of developing accessibility planning strategies. This included support in the following areas:

  • Strategic accessibility assessment - identifying accessibility problems systematically and objectively
  • Local accessibility assessment - guiding development and delivery of measures
  • Option appraisal and identification of resources - further definition of local problems and appropriate solutions
  • Action plan preparation - refining potential actions
  • Performance monitoring - establishing and monitoring indicators and targets
