Improving access to Reliable and Affordable Energy Services towards Achieving the Millennium Development Goals

Following receipt of Expressions of Interest, the following organisations were invited to tender:

  • Centre for Energy Policy and Technology (ICEPT) - Imperial College London, UK
  • GTZ GmbH - Eschborn, Germany
  • African Centre for Technology Studies - Gigiri, Nairobi, Kenya
  • AEA Technology - Didcot, UK
  • ICF International - New Delhi, India

DFID received high quality tenders from all five consortia and these were reviewed by five technical experts. Three from within DFID with two from outside.

The decision on the winning tender was a consensus across all five assessors. Subject to the conclusion of contractual negotiations we intended to initiate a "Research Programme Consortium" with the consortium led by the African Centre for Technology Studies (ACTS).
