UK- East Kilbride: Establishment of a Community Land Use Fund in Mozambique
II.1.6) Description / object of the contract
The UK's Department for International Development is acting as lead donor for a
group of donors who will be providing support to pro-poor growth and civil
society in Mozambique through a Community Land Use Fund and in consultation with
a National Oversight Committee. The Department for International Development
wishes to engage the services of consultants to manage the Community Land Use
Fund Project. These consultants are hereafter referred to as the Fund Managers.
The project will target three provinces, Gaza, Manica and Cabo Delgado,
representing one from each region of the country. The indicative total value of
community grants to be disbursed by the project from year one to year five are
USD 300,000, USD 600,000 and USD 900,000 (latter for the remainder of the
project)respectively. A service provider is required to manage the fund and
provide specialist support to stimulate economic development at provincial and
district level.
The services will include establishing the mechanisms for managing;
administering and disbursing the funds and grants; assisting in the development
of and scrutinising fund applications; developing and implementing an
information and communications strategy to educate the public on the objectives
of the fund; and provide specialist assistance to the different levels of the
programme. General management consultancy services.

available. Abridged CVs (of not more than two single-sided A4 pages) of key
personnel should also be included.
Expressions of interest should only be sent to the address at Section 1, and
DFID Mozambique should not be contacted directly. Following assessment of
Expressions of Interest, DFID will invite short listed companies to submit full
technical and commercial proposals. Prices are not needed at this stage.
However, when required, prices must be in Sterling and all payments under this
contract will be in Sterling.
The successful bidder is expected to be contracted for a period of 60 months,
there will be a possible break point in the contract at 24 months after an
assessment of Fund Manager performance. After this assessment there may be a
possible extension of a further 24 to 36 months over and above the original 60
months. The contract will be governed by English Law. DFID reserves the right to
annul the tendering process and not award the contract.
From 1 April 2001 all UK development assistance has been fully untied, which
allows suppliers from anywhere in the world to bid for DFID contracts. DFID will
not reply to any Expressions of Interest unless short-listed for Invitation to
Tender. Suppliers should check the DFID website for details of short-listed
suppliers.
