II.1.6) Description / object of the contract The programme will focus on two marginalised groups: farm dwellers and informal urban settlers. In doing so it will work in the urban and rural context, drawing the linkages between them. The aim is to strengthen people's secure access to, and use of, land as a key asset for their urban and rural livelihoods. It will be designed to deliver and facilitate: improved co-ordination for the delivery of land; innovation; improved knowledge base; empowering marginalised groups to enhance responsive policy processes; progress on meeting government land reform targets. The programme will work in two Provinces, possibly Kwa-Zulu Natal and Western Cape. In order to deliver these outcomes, a service provider will be responsible for managing and co-ordinating all aspects of the programme including effective co-ordination, the funding of agreed activities, analysis and initiatives, as well as any requirements for long and short term programme staff and office costs. Within the first three months, the service provider will be required to work up a detailed and prioritised implementation plan and M&E system. During this start-up process the service provider will also develop strategies for communication and learning; build linkages and collaboration with other donor-funded and government-funded programmes. The service provider will be responsible for the cost-effective delivery of targets and outcomes. An important early requirement during implementation of the programme will be to establish constructive working relationships with potential partners including line government departments, private and commercial sector, NGOs and CBOs working in these areas. While the core management team will include expertise in land policy and land reform processes, it will likely combine substantive experience and skills in communication; facilitating better joined up working; supporting champions for change; replicable approaches for local-level capacity building for resolution and implementation of land reform processes. Applications are welcome from consortia or individual organisations. The service provider is encouraged to draw consortium members and individual expertise from South Africa and the region in the first instance, using international expertise where added value can be demonstrated. The make-up of any consortium should reflect capacity and expertise in both rural and urban land reform related issues.

The expression of interest must include a Capability Statement of no more than two A4 pages showing evidence of relevant skills and experience, as outlined on the application form. Abridged CVs of key personnel of not more than two pages in length should also be included. These CVs can be submitted in addition to the two page Capability Statement. Expressions of interest should only be sent to the address at Section 1, and DFID South Africa should not be contacted directly. Documents and brochures detailing corporate range of services are not required and will not be considered. The period of the sevices will be initially for 2 years with the possibility of an extension of up to a further 2 years. DFID procurement policy stipulates that consultants who were involved in any capacity in the design of a project cannot compete for the implementation phase. Design includes feasibility studies, drawing up terms of reference for the implementation phase, pre-appraisal and any other preparatory work for the project. Following assessment of expression of interest, DFID will invite short listed applicants to submit full technical and commercial proposals. From 1 April 2001, all UK development assistance has been fully untied which allows suppliers from anywhere in the world to bid for DFID contracts. DFID will not reply to any Expressions of Interest unless short-listed for Invitation to Tender. Suppliers should check the DFID website for details of short-listed suppliers.
