The Second National AIDS Control
Programme (NACP II), managed by Government of India (GoI) National AIDS
Control Organisation (NACO), began in 1999 and has been extended to March
2007. NACP II has five components:
- interventions for high-risk communities
- prevention amongst the general population
- low cost care and support
- strengthening capacity, and
- inter-sectoral collaboration.
The goal of DFID support to NACP II is to reduce the spread of HIV
infection and its impact on poverty in India. More details on the programme
may be viewed at the website, http://www.naco.nic.in
DFID wishes to contract a consultant to provide an integrated mass media
campaign designed to promote condom usage in the state of Tamil Nadu in
India. Evidence based mass media campaigns have proven to be an effective
methodology of providing sustained behaviour change, particularly if
reinforced with intensive community based approaches.
Condom usage is an effective method of preventing HIV transmission
particularly amongst high risk groups. The expected Outputs from this
assignment are:
- a) An integrated mass media campaign that emphasises the
benefits of condom usage, and
- b) Community based IPC to reinforce the key mass media messages.
It will be important for the consultant to address key concepts such as
self-risk perception and provide key information to promote sustained
behaviour change amongst the target groups. The key target group will be
clients of sex workers working in the state of Tamil Nadu. The consultant
should make sure that the mass media and grassroots campaigns link up with
current condom promotion activities throughout the state and should
compliment and enhance all such efforts.

Expressions of Interest may be submitted electronically to the e-mail
address at section 1 and must include a duly completed Application
Form (55 kb). The expression of interest must also include a Capability
Statement of no more than four A4 pages showing evidence of relevant skills
and experience (shown on the Application Form).
Abridged CVs of key personnel of no more than two pages in length should
also be included. These CVs can be submitted in addition to the four pages
Capability Statement. Expressions of interest should only be sent to the
address at section 1, and prospective bidders should not approach any other
DFID employee directly.
Following assessment of expression of interest, DFID will invite short
listed applicants to submit full technical and commercial proposals. The
contract duration is 12 months. Subject to proven need and satisfactory
performance a possible extension of up to 12 months may be considered. DFID
reserves the right to annul the tendering process and not award a contract.
From 1 April 2001 all UK development assistance has been fully untied
which allows suppliers from anywhere in the world to bid for DFID contracts.
DFID will not reply to any Expressions of Interest unless short-listed for
Invitation to Tender. Suppliers should check the DFID website for details of
short-listed suppliers. |
