II.1.5) Short description of the contract or purchase(s):

The Department for International Development (DFID) wishes to appoint a service provider to establish and support administration of TradeMark East Africa (TMEA). It is envisaged that TMEA will be a not for profit organisation based in Kenya with offices elsewhere in East Africa. TMEA is part of the DFID funded Regional East African Integration Programme (REAP) which supports the East African Community (EAC) in meeting its overall goal of increased growth and poverty reduction in East Africa. The purpose of TMEA will be to achieve greater regional integration and trade competitiveness in East Africa. The contract is expected to begin in mid 2009 with TMEA being established in Kenya and start up activities completed within 3 months. The service provider will act as Trustee for TMEA providing Financial Management, Procurement and Legal Services as well as administrative/logistical support to establish the TMEA entity and ultimately achieve objectives set in the REAP Project Memorandum. The contract will be for 3 months Inception plus 3 years implementation with a possible extension for 2 further years.Financial management consultancy services.Legal services.

From 1 April 2001 all UK development assistance has been fully untied, which allows suppliers from anywhere in the world to bid for DFID contracts. Expressions of Interest should be submitted, preferably by e-mail, to the e-mail address at Section 1, using the Application form Word document (61 kb) (see draft Terms of Referencepdf document(134 kb) and Programme Memorandum, part 1pdf document(293 kb) and part 2pdf document(712 kb)). The expressions of interest must include a capability statement of no more than four single-sided A4 pages showing evidence of relevant skills and experience as outlined in the application form. Abridged CVs (of not more than two single-sided A4 pages) of key personnel only should also be included. These CVs can be submitted in addition to the four page Capability Statement. Documents and brochures detailing corporate range of services are not required and will not be considered. Following assessment of Expressions of Interest, DFID will invite short listed companies to submit full technical and commercial proposals. Prices are not needed at this stage. However, when required, prices must be in Sterling and all payments under this contract will be in Sterling. The successful bidder is expected to be contracted for a period of 39 months. The contract will be governed by English Law. DFID reserves the right to annul the tendering process and not award the contract. DFID will only reply to any Expressions of Interest that are short-listed for Invitation to Tender. Suppliers should check the DFID website for details of short-listed suppliers.
