Conflict, Humanitarian and Security Fund (CHSF - previously CHF)

DFID’s Conflict, Humanitarian and Security Department (CHASE) works with other DFID departments, other UK Government Departments and international partners to tackle humanitarian, conflict, security and justice issues that underpin poverty in some of the most vulnerable communities around the world.

Civil Society Organisations (CSOs) have a critical role to play in meeting these aims, and, since 2005, CHASE has run an annual competition for CSOs – the Conflict, Humanitarian and Security Fund (CHSF) – which is open to any not-for-profit organisations that share CHASE’s aims.

Applications for the 2009 CHSF Competition are now invited from not-for-profit organisations. Full information about the CHSF, including the themes for the 2009 competition, eligibility and appraisal criteria and how to apply, can be found in the Guidelines and Frequently Asked Questions.

Separate competitions for individual project funding may be held from time to time, in which case details will appear here

Given the high level of existing commitments under the CHSF funding available for new commitments in 2009/10 is limited. This competition will be for strategic funding arrangements only, with the rough breakdown as follows:

  • approximately £5,000,000 per year for increasing humanitarian organisations’ capacity for immediate response to sudden-onset humanitarian emergencies (the number of arrangements would depend on the nature of the bids, but this sum could all be made available to a single consortium)
  • up to £2,000,000 in total for applications covering the other specified priority areas (again, the precise number will depend on the nature of the bids) but allocations in the order of £400,000 to £500,000 per year are expected.

Eligible Organisations

Not-for-profit organisations that share CHASE’s aim. Applications from consortia of CSOs are welcome. The CHF is not able to fund country-specific projects – please refer to the 2008 competition Guidelines for full details.

Application process

Applications consist of two steps.

1. Submission of a Statement of Intent to CHASE.

2. Applicants will be informed whether their applications are still being considered by 16 June 2009. Further information maybe requested from those organisations that are still being considered.
