Macedonia

Macedonia ranks as a lower middle-income country with Gross National Income (GNI) per capita of around US$1,700. Despite being a middle-income country, poverty levels in Macedonia remain significant. Of a population of around 2 million, approximately 23% live below the national poverty line.

In addition to concentrations of poverty, Macedonia also has gaps in its policy agendas, a weak institutional capacity to manage reform, and restricted, volatile access to private capital flows.

DFID in Macedonia

DFID has operated in Macedonia since 1995, and since February 2001 has been providing technical assistance support for Public Administration Reform (PAR) at the central government level. The first phase ended in March 2003. During this period, Macedonia suffered several months of internal disturbances.

With the cessation of hostilities, a Framework Agreement for Peace was signed, following which additional PAR activities were agreed to take account of demands placed on the Government by the Agreement. In addition, a donor conference took place in March 2002 at which DFID pledged £3 million of balance of payments support.

Phase 2 of the PAR project started in April 2003 and is our only and final project in Macedonia.

As a consequence of Macedonia's prospective accession to the EU and it's middle-income status, DFID decided to close its bilateral programmes in Macedonia by March 2005. The UK will continue to support Macedonia through multilateral programmes and political dialogue.

Other Donors

The EU's commitment to Macedonia is predominately through theExternal linkCARDS Programme. Funding levels have been 33.5 million euro in both 2002 and 2003. DFID is a significant contributor to this, providing about 18% of European Commission (EC) aid resources overall.

TheExternal linkWorld Bank currently has developed a programme of investment and adjustment lending of up to US$165 million over 2004-2006.
