El Salvador
El Salvador is the smallest country in Central America. While the urban population is growing rapidly, most of the poor live in the rural areas.
DFID’s Central America strategy was introduced shortly after the new government took office in 1997. It increased the resources going into the region and treated the region as a whole rather than introducing isolated projects within countries. It concentrates on Honduras, Nicaragua, El Salvador and Guatemala, the region’s four poorest countries and those hardest hit by Hurricane Mitch in October 1998.
The strategy also involved working with multilateral partners. This was in line with the thinking that donors can have a greater effect working together rather than individually. It also enables the UK to have a greater influence on the overall policies of the multilateral institutions.
The aim has been to concentrate on areas where DFID has some expertise. This has led to a major health programme working with the Pan American Health Organisation (PAHO) and the United Nations Populations Fund (UNFPA). Following a recent mission to the area further assistance is being considered.
