It focuses on the how (the challenges of effective aid delivery in difficult environments) rather than the what (the objectives or content of assistance). The review focuses on FS, a term now widely used by donors, but also draws on literature on conflictaffected countries (a sub-set of FS).

    This is a joint Evaluation Department and Politics and the State Team report. It contributes to the on-going Thematic Evaluation of DFID’s work in Fragile Situations. Conflict and fragile situations is one of DFID’s four Ministerial priorities, and this area of DFID’s work is rising in importance as we increase the amount of funding we provide to fragile situations, likely to be 60% of all bilateral funding by 2010-11. We know that “business as usual” is not possible in many situations affected by fragility or conflict. We need to develop more effective ways of working, based on the lessons from experience and by identifying what has (and has not) worked elsewhere. This report gives us some preliminary evidence and examples to inform this process.

It presents a quantitative analysis of DFID’s engagement in fragile situations in the five-year period 2002-2007, by comparison with non-fragile situations.

    This set of six country case studies has been prepared to support a mapping of DFID’s engagement in countries in fragile situations (CFS), and its approach to maximising the effectiveness of its assistance. The mapping exercise was commissioned jointly by Evaluation Department and the Politics and The State Team, with the aim of contributing to the design of future evaluation work and informing on-going policy development and guidance for country offices in fragile situations. It complements a series of other studies on aid effectiveness in CFS planned for 2008 and 2009, and will be an input into a future evaluation of the Paris Declaration in fragile situations led by the OECD Development Assistance Committee.

    View PDFAdvance Market Commitment (AMC) for Pneumococcal Vaccines: Report of the Monitoring and Evaluability Committee

    This report recommends a monitoring and evaluation (M&E) framework for a pilot Advance Market Commitment (AMC) for a pneumococcal vaccine. It was prepared for the Monitoring and Evaluation Sub‐Group, on behalf of the AMC Donors’ Committee. The report explores the M&E issues for the pilot AMC, develops an M&E framework and strategy with specific activities and timeframes, identifies the necessary indicators and data sources, and estimates the anticipated costs for an effective M&E program. The M&E activities recommended in this report will permit donors to test the effectiveness of the AMC mechanism, thereby providing evidence on whether and to what extent the AMC mechanism will likely be effective as a mechanism for other interventions.

    This report is a synthesis of Regional Programme Evaluations (RPEs) undertaken in the Caribbean; Central Asia, South Caucasus and Moldova (CASCM); and Western Balkans DFID regions, together with the Interim Evaluation of DFID’s Regional Assistance Programme for Latin America. These four evaluations were undertaken during the period 2006-08 and cover regional planning periods between 2001 and 2007 centring on strategic plans which relate to the period 2004-07. Whilst only accounting for a small proportion of DFID’s overall expenditure these regions cover a significant number of countries and key regional relationships.
