Does all assistance given under the Act count as ODA?

No. The 2002 Act and the OECD Development Assistance Committee’s (DAC) definition of Overseas Development Assistance (ODA) share similar principles but they are not identical.


Can the Scottish Parliament and Welsh Assembly give development assistance?

As with other aspects of foreign relations, the provision of international development assistance is primarily reserved to the United Kingdom government.


Why is there a section of the 2002 Act devoted to the Commonwealth Scholarship Commission?

The 1980 Act incorporated previous legislation establishing the Commission. Failure to incorporate this into the 2002 Act would have meant that the Commission would have had no legal existence. Sections 13 and 14 of the Act therefore merely preserve its status. The powers of the Secretary of State to support the Commission fall under the core powers of Section 1 - to provide assistance with the purpose of furthering sustainable development or promoting welfare and with a reasonable expectation that it is likely to contribute to poverty reduction.
