- The Coalition
Provisional Authority (CPA) officially took over from the Office for
Reconstruction and Humanitarian Affairs (ORHA) on 1 June. An
International Coordinating Council is being set up to manage relations
with donors. More detail
on page 2.
- The Ministry of Trade
in Baghdad has announced details of the June Public Distribution
System food ration. The
main staples are included, but
salt,
milk powder and weaning cereal are not
because of shortages of these commodities.
- A solid waste
clean-up campaign in Basra is being coordinated between Coalition
authorities and the municipal government.
- The Coalition
Provisional Authority is giving greater priority to getting the
Baghdad sewerage systems working.
- Baghdad is now
receiving 55% to 70% of its pre-war water supply.
- All 12 Baghdad
hospitals are now in operation, though a number still face some water,
sanitation, power and security difficulties
- USAID contactor
Skylink plan to operate Baghdad International Airport, with limited
commercial traffic, from 15 June 2003.
- The United Nations
will host a technical meeting of donors, including the IMF and World
Bank, together with Iraqi technical experts, on 24 June in New York to
share information on reconstruction.
STRUCTURE OF THE
COALITION PROVISIONAL AUTHORITY (CPA)
The
CPA is divided into seven Directorates under the Administrator, Ambassador
Paul Bremer:
- Civil
Affairs Policy – including Education, Foreign Affairs, Governance, Health,
Justice, Labour and Social Affairs, Religious Affairs, Youth.
- Economic
Policy – including Agriculture, Central Bank, Electricity, Finance,
Housing & Reconstruction, Industry and Minerals, Irrigation,
Planning, Public Works, Trade, Transport and Communication.
- Oil
Policy.
- USAID.
- Operations
– including regional and Governorate level advisers, and Governorate
Support Teams
- Security
Affairs – including
Customs, Immigration and Police
- Press
and Public Affairs.
In
addition, an International Co-ordinating Council is being established,
also reporting to Ambassador Bremer, with responsibility for liaison with
bilateral donors, NGOs and the UN. It
will be located in the Iraq Assistance Centre.
DFID
STAFF DEPLOYMENTS TO IRAQ
DFID now has five
advisers in the Coalition Provisional Authority (CPA) in Baghdad. DFID advisers are working on humanitarian assistance and are
seeking to link CPA up with Iraqi administrators, UN agencies, the
International Committee of the Red Cross, relevant NGOs and the UN
Humanitarian Coordinator for Iraq.
DFID
FUNDING
DFID
has committed £115m to support work by humanitarian agencies in the
current crisis and has £95m set aside for further contributions. A
further £60 million was set aside by the Chancellor on 9 April for
Departments to claim from HM Treasury for work in Iraq if and when needs
arise.
In
addition, the Ministry of Defence has been allocated £30m by HM Treasury
to help it carry out its humanitarian obligations under the Geneva
Convention and the Hague Regulations.
DFID
also provides 19% of European Community (EC) funding for Iraq. On 9 April
the European Parliament approved the release of an additional 79 million
euros from the Commission’s Emergency Aid Reserve, increasing their
total commitment to 100 million euros.
