Country Assistance Plans ConsultationsIntroduction | Draft Country Assistance Plans | Completed Country Assistance PlansIntroductionSince 1997 the Department for International Development (DFID) has published Country Strategy Papers to set out how we aim to contribute to the achievement of the Millennium Development Goals (MDGs) in various countries. The Country Strategy Papers are prepared for all countries in which we provide development assistance programmes, and are normally produced every three years. In drawing up these Papers, DFID has consulted closely with governments, business, civil society and others within both the partner country and the UK. DFID has recently designed the second-generation Country Assistance Plans which aim to strengthen our country planning framework. In particular, our new Plans will strengthen the link between DFID’s activities and poverty reduction outcomes, and thus the MDGs. In the majority of the countries in which DFID works there are nationally owned and administered plans to reduce poverty. The Country Assistance Plans set out in detail how DFID will work as part of the international development effort to support these strategies. The Country Assistance Plans are a performance management tool which will further strengthen the existing management and monitoring frameworks. For example, there will be a requirement to report annually on progress against local MDG indicators and DFID’s Public Service Agreement. The Plans will cover the volume and use of resources, both financial and human, that DFID will deploy to assist countries’ in reducing poverty. They will also incorporate analysis of each country’s potential for political, social, and economic change. Similarly, the Plans will include a section on how DFID manages the risks involved in our engagements and the assumptions behind them. UK civil society has played an important role in the design of DFID’s first generation Country Strategy Papers. During the preparation of DFID’s new generation of Country Assistance Plans we would like to continue this process of consultation to include civil society’s perspectives. The new generation of Country Assistance Plans will be gradually rolled out from mid – 2002. Draft Plans will be made available on the DFID website and interested parties will be invited to offer their comments.
