Funding programmes for organisations

Many organisational schemes take the form of Challenge Funds. These are a relatively new way of providing support to initiatives in or for developing countries. They work by supporting enterprises and projects that contribute to the development process. Challenge Funds are competitive so as to ensure that public funds are used to best effect.
For Challenge Funds, it is up to the bidder to come up with a concept for evaluation by an independent panel. Detailed proposals are then invited from a short-list, with cost-sharing grants awarded to those initiatives that best meet the Fund's objectives.

The CSCF supports activities that support
- Building the capacity of Southern civil society to engage in national and in local decision-making processes. This includes enabling poor people to engage both in the decisions about the allocation of resources and the monitoring of performance, and representing the interests of poor people through effective participation in national level formulation and monitoring of poverty reduction strategies
- Building improved international linkages to enable civil society in the South to participate more effectively at international levels in influencing and participating in the work of international institutions and policy makers.
- Raising awareness of entitlements and rights creating a flow of information to poor people of their rights as citizens and the forces that perpetuate poverty.

Activities aimed at promoting public knowledge and understanding of development issues. In particular:

Knowledge and understanding of the major challenges and prospects for development, esp. the poverty reduction agenda; but also of developing countries themselves.

Understanding of our global interdependence, and in particular that failure to reduce global poverty levels will have serious consequences for us all.
-
Understanding of and support for international efforts to reduce poverty and promote development. Recognition of progress made, and that further progress is both affordable and achievable.

Understanding of the role that individuals can play; enabling them to make informed choices.

Research aimed at providing solutions to a range of developmental problems associated with the provision of engineering services and infrastructure for urban and rural development.
The Programme emphasises the importance of determining knowledge in a holistic, multidisciplinary context and of making knowledge accessible to users and beneficiaries in practical and relevant ways. For applicants, the challenge is to identify and foster key policies, technology and skills that will help poor people to escape from poverty in a sustainable way.

Legal and Regulatory Environment: mechanisms for extra-judicial dispute arbitration; engaging the public and private sectors in the development and enforcement of better policy, laws and regulation.

The existing
programme will end in March 2006 and no further
funding is available. However, a redesigned
programme will be introduced from April 2005. Over
the next few months, DFID will consult existing
and other potential partners about the new
programme. Details are unlikely to be finalised
before the end of 2004, with funding applications
expected to be invited from January 2005. For

Funding criteria |
The Business Linkages Challenge Fund (BLCF) makes grants for the development of business linkages that improve competitiveness and benefit the poor. Grants are allocated on a competitive basis to ensure that public funds are used to best effect.
Linkage projects are eligible for support provided that the linkages demonstrate real innovation and help the poor. Clear rules are in place to determine eligibility for funding.
The BCLF’s objectives are broad and its philosophy is one of encouraging innovation. Approved linkages will mobilise enterprises and their representatives by, for example, transferring skills, information and technology, improving sourcing, product supply and market access.

- a for-profit private sector entity registered in one of the Fund’s countries of operation; or associations representing such entities; or a consortium led by such an entity,

Funding criteria |
The Financial Deepening Challenge Fund (FDCF) encourages and supports banks and other commercial financial institutions to develop innovative and sustainable products and services that benefit the poor. The Fund aims to contribute to developing strong financial services sectors that allow the poor, and enterprises owned by or employing the poor, to access financial services. The FDCF expects to support projects involving (a) the development and piloting of a broad range of innovative financial services (e.g. in credit, savings, insurance, health cover, mortgages, pensions, leasing, working capital and remittances), and (b) improvements to the regulatory and supervisory environment.

- The NGOs applying
for partnership through this programme must be
registered under the Foreign Contributions
(Regulation) Act 1976.
- The recipient
organisation should have been in existence for a
minimum of 5 years, and be based in Orissa.
- The organisation
must be self-sufficient or having a regular
source of funding for its own running (salaries,
rent and administration) costs.
- The recipient
organisations accounts must be subject to Annual
Audited Statements every year.

networks;
- focus on working with and supporting capacity
of small organisations, particularly in remote
areas;
- we will aim to fund organisation that combine
grass-roots activities with advocacy work that
helps to inform policies with pilot and micro
experience;
- the financial limit for support is £20,000
although in exceptional circumstances proposals
above this ceiling may be considered.
