II.1.6) Description / object of the contract The Department for International Development (DFID) has formed a donor consortium with the Swiss Agency for Development Cooperation (SDC) and the Swedish International Development Cooperation Agency (Sida) for a project in Developing Business Service Markets (DBSM). 

DBSM, (branded KATALYST) is a 5 year, GBP16.5M project building on the Business Development Services Project (BDSP) previously funded by SDC since 1999, which expanded into DBSM in March 2003.

A key stakeholder of the programme is the Government of Bangladesh (GoB) through the Ministry of Commerce. 

DFID is seeking a service provider to examine, through Impact Assessment studies over a period of 3 years, the impact of KATALYST at the programme's Super Goal (to promote broad based and sustainable pro-poor growth) and Goal Levels (to increase the competitiveness of small and medium enterprises in selected area and sectors) of its logical framework. The study aims at creating policy lessons and feedback into programming on the impact of service market development approach for donors, practitioners and Government in Bangladesh and globally. 

The services required will involve assessing: a) the contribution to pro-poor growth, employment and employee/employer income & conditions at market level; b) the increase in competitiveness within selected markets and sub-sectors; and c) examining the contribution of business service market development to a) and b). Service Providers are invited to express their interest (EOI) in supplying the services for the Impact Assessment using the application form available here. 

The EOI, including CVs of up to a maximum of 3 A4 pages per specialist, should also include a capability statement of no more than 10 A4 pages, minimum font size 10, covering skills and expertise in the following areas: 

- track record/experience of best practice in impact assessment as related to business development services (BDS) and market facilitation programmes; 
- experience/successes in using appropriate data collection tools, techniques and processes 
- including well designed questionnaire, suitably chosen and trained enumerators and use of crosschecks; 
- competence/skills in gender, socially and environmentally responsible business standards, enabling environment change, and economic analysis / modelling; - familiarity with the social and economic constraints faced by small enterprises and their respective employees in Bangladesh, including Bangladeshi team members qualified in this area. 

Companies which have been involved in any aspect of the design of this contract will not be eligible to bid for this work. Dependent on additional funding being made available, there is a possibility of extension of up to 1 year (subject to the satisfactory outcome of the initial contract). DFID will not reply to any EOIs unless short-listed for invitation to tender. Suppliers should check the DFID web site for details of short-listed suppliers.
