The programme will work in partnership with the MP Urban Administration and Development Department (UADD) to develop participatory pro-poor holistic city-wide urban planning and management processes; integrate in-slum environmental infrastructure improvements with city wide infrastructure through implementation of participatory pro-poor planning and management processes, including effective operation and maintenance planning and implementation; and support the development of improved institutional mechanisms at state and municipal level for pro-poor service delivery. The work will be carried out in conjunction with the implementation of the Urban Water Supply and Environmental Improvement in Madhya Pradesh Project loan funded by the Asian Development Bank (ADB). Support will be required to manage capacity building processes in Urban Local Bodies to produce municipal action plans for poverty reduction and city development strategies and support asset and livelihood creation in poor areas; to support UADD in managing participatory process development in Urban Local Bodies; and provide strategic support and capacity building in UADD to integrate pro-poor urban planning and management approaches into state level policies, strategies and action plans etc. DFID is seeking expressions of interest from suitably qualified and experienced organisations to provide design and implementation services for this programme.
