The Europe and Central Asia Department within the Department for International Development wishes to use the services of a firm or consortium of experienced consultants to provide a range of services to the Federal Government of the Russian Federation (GoR) in support of its effort to develop a managed market in social care. This is a particularly challenging and complex piece of work designed to support the formulation of an outcomes based social care policy, the development of managed markets, quality standards and a new regulatory framework. The project will seek to: establish the practical system of quality standards for social services, provided by both state and non-state institutions, including mechanism for its control and evaluation and efficient contracting mechanism.
