II.1.6) Description / object of the contract : Business and management consultancy and related services. Financial management consultancy services. The Europe and Central Asia Department within the Department for International Development wishes to use the services of a firm or consortium of experienced consultants to provide a range of services to the Federal Government of the Russian Federation (GoR) in support of its effort to develop a managed market in social care. This is a particularly challenging and complex piece of work designed to support the formulation of an outcomes based social care policy, the development of managed markets, quality standards and a new regulatory framework. The project will seek to: establish the practical system of quality standards for social services, provided by both state and non-state institutions, including mechanism for its control and evaluation and efficient contracting mechanism. The project will not cover health and education services. A Draft Terms of Reference and Project Memorandum are available. Business and management consultancy and related services. Financial management consultancy services.

Expressions of Interest (EoI) should include a capability statement of not more than four A4 pages (minimum font size 10) and be accompanied by abridged CVs of key personnel Interested parties need to have: Knowledge of the issues related to the development of managed markets in social care and the standards development and implementation; Understanding of social policy in Russia and the current system of social care; Ability to develop credible research methodologies; Practical experience in undertaking the organization and practice changes need; Project management ability to manage a complex project of this type; Ability to deliver project inputs including – access to Government expertise, development of twinning arrangements between pilot oblasts and local governments in UK/Western Europe, development of relationship with research institutions to develop knowledge base in Russia and organisation of seminars and study tours; Ability to support and develop the contributions of Russian NGOs to the change process
