UK National Allocation Plan for the EU Emissions Trading Scheme

This report summarises industry response to this consultation on the UK NAP. Stakeholders responses were analysed and fed into the Decisions on outstanding allocation methodology issues (Adobe Acrobat file, 70 KB) which was published on 27 July 2004.

This consultation has closed but this page has been left for archive purposes. The Government's decisions on the allocation methodology issues have now been published - including issues such as commissioning in the baseline period, length of the baseline period, site rationalisation and changes to an installation during the baseline period.

This consultation paper is published following the submission of the National Allocation Plan (NAP) to the European Commission on 30 April 2004. This is the third part of an ongoing consultation process with the public, industry and other stakeholders on the UK National Allocation Plan under the EU Greenhouse Gas Emissions Allowance Trading Directive.

We announced on 29 March that because of the need to incorporate comments raised during consultation on the draft NAP, we would be delaying submission of the NAP to the Commission by a few weeks after the deadline of 31 March. In order for us to incorporate comments from stakeholders prior to the Final Allocation Decision in October 2004, we are having to limit the time to respond to this consultation to four weeks.

This consultation will therefore close on Friday 4 June 2004 at 5pm. The responses will then be analysed and fed into the revision of the sector and installation level allocations to be published in late July/early August 2004.

Submission of List of Installations to European Commission 14 June 2004

In response to a direct request from the European Commission, the UK has submitted additional information relating to its National Allocation Plan (NAP). This information includes a list of provisional installation level allocations which was not included in the plan sent to the Commission on 30 April 2004. A link to a copy of this list appears below.

This information has been provided in order to allow the UK NAP to be considered by the Commission in the first group of NAPs to be assessed. The UK considers that the submission of this information, including the detailed allocation list, will assist the Commission in adopting a rigorous approach to the criteria set out in the Directive.

The list of provisional installation level allocations has been prepared on the basis of information available at the time of submission of the NAP (30 April). We have explained to the Commission that these numbers may be subject to technical revision following the outcome of our final consultation exercises.

We are not seeking comments on this list at present. We will be publishing a further list of installation level allocations later in the summer as explained in Section 6 of the NAP and stakeholders will have an opportunity to comment on their allocations at that stage.
