3. International aid budgets

Delivery

  • Tell the groups that they will be conducting a role-play. One team will be taking on the role of the UN Planning Authority and the other teams will be taking on the role of UK military advisory teams.
  • Give each team a copy of Student Worksheets 2 and 3. Worksheet 2 details the roles and responsibilities of the UK military teams that were involved in the crisis. Student Worksheet 3 outlines a list of available resources that must be split between those teams to ensure that they are able to perform to the best of their abilities during the aid operation.
  • Explain to the UK Armed Forces aid relief teams that they have been asked to advise the UN on the best possible allocation of resources across the UK military teams. They are to consider the missions of the respective teams, to cross reference that with their ranked list of need from Episode 3 in order to determine which area of operations they feel to be of the highest priority and to decide how to propose resources are allocated across those teams. Students must be able to justify their decision-making process in their presentation back to the class.
  • Teams should assume that there are no further resources available, beyond those listed on Student Worksheet 3.
  • The UN Planning Authority team should undertake the same decision-making process as the other teams. By going through this process they will be better positioned to apply their own understanding to judging the work of the other teams.
  • Please note that in order to retain clarity of purpose in the lesson, we have chosen to focus on answering the immediate need only in the wake of the disaster. The asset list is not representative. There would be many other considerations in a real-life scenario.
