improvement agenda

Our improvement agenda, A Passion for Excellence, supports local government and its partners to improve quality of life through the delivery of cultural and sport services locally.

A Passion for Excellence, launched in March 2008, sets out a framework for culture and sport sectors to:

  • Improve the quality, effectiveness and efficiency of culture and sport in the delivery of economic, social and environmental outcomes in local communities
  • Improve the performance of the culture and sport sector and to address under performance
  • Build capacity and leadership
  • Simplify and co-ordinate the improvement architecture

A three year programme for partners was agreed:

Year 1: raising awareness across the sector of the strategy and building the capacity and tools to support sector led improvement.

Year 2: ensuring LAAs were delivered and the sector had the ability to capture evidence in relation to its contribution to local outcomes alongside the data provided by the National Indicator Set.

Year 3: capturing evidence of impact to feed into the next spending review and sharing the learning in a way that enables other councils to maximize the contribution of culture and sport to their priorities in the future.

In March 2009 ‘One Year On’ was launched, the Action Plan for A Passion for Excellence. It sets out the successes of the strategy in 2008-09 and looks at developments in the sector occurring now and in the near future.

In January 2010 an evaluation of the strategy so far was published. It indicated that the strategy has made a positive impact. The recommendations of the evaluation will be taken forward during Year 3 of the programme.
