3. racing

Though we are responsible for government policy in this area, racing is regulated by independent bodies.

We also take close interest in the welfare of horses and greyhounds, though this issue is within the remit of the Department for the Environment, Food and Rural Affairs (DEFRA).
 
We also sponsor three independent public bodies, run in accordance with the provisions of the Betting, Gaming and Lotteries Act 1963 (as amended) and are not controlled by the Government:

The Horserace Betting Levy is a statutory levy collected and distributed by the Horserace Betting Levy Board (HBLB). Contributions are made by bookmakers and the Tote and go towards the improvement of horseracing breeds of horses and the advancement of veterinary science and education.

On 14 December Richard Caborn, The Minister for Sport announced that the Levy would be retained until an adequate funding alternative can be identified.
