How do I make an offer for an item which has been deferred by the Reviewing Committee for the Export of Works of Art?

Temporary bars on export licences are announced by way of a  DCMS press notice. 
Public institutions or private individuals may make an offer to purchase a deferred item at or above the recommended price by contacting the owner's agent through the Secretary to the Reviewing Committee:
