Why does the Government not give free TV licences to all pensioners?

The Government appreciates the difficulty which some pensioners and other people on low incomes may have in paying the licence fee.

It has introduced free television licences for people over 75 because, as a group, they are more likely to be reliant on television for information and entertainment, for reasons of poor health, lack of mobility and social isolation.

Older pensioners are also more likely to be on low incomes. There are no plans at present to extend free television licences or concessions to other groups.
