Why is access to the arts important?
Access to the arts can have a lasting and transforming effect on many aspects of people's lives as well as their neighbourhoods, communities, regions and even entire generations.

Research has shown involvement with the arts can increase the overall academic attainment of children, help change the behaviour of offenders and enhance community pride, amongst many other positive outcomes.

It is a strategic Departmental objective to enhance access to the arts, increasing both the numbers of those taking part in and attending arts events.

Increasing access
We are committed to increasing access to the arts for everyone. Our Public Service Agreement Target 3 sets out what we must achieve in this area.

Priority groups are defined as people from black or minority ethnic groups, people with a physical or mental disability that limits their activities in any way, and people from socio-economic groups C2, D and E.

Arts Council England is the lead body supporting us to achieve our target, working with other key stakeholders.

Arts Council England’s PSA3 Delivery Plan sets out a programme of work focusing on

  • changing the profile of arts organisations
  • supporting artists and cultural relevance
  • audience development
  • education and young people
  • research, advocacy, communications and marketing.
