National indicators 9, 10 and 11: baselines for local authorities

These statistics on NI 9, 10 and 11 produced by DCMS were released on 18 December 2008 according to the arrangements approved by the UK Statistics Authority.

Revision history:
The data in the accompanying workbook were revised on 7 July 2009 to reflect the changes to administrative areas that took place on 1 April 2009, including additional baselines for the newly created Unitary Authorities. Changes are noted in the worksheet using comment boxes. Corrections were also made to the 'minimum detectable change' for NI10 (Column O), due to an error in some of the calculations.

National Indicator Set
In June 2008, local authorities agreed Local Area Agreements (LAAs) with Government and their partners. The LAAs include targets to improve public services and the quality of life for people living and working in the area. Local authorities chose 35 targets from a possible 198 in the National Indicator Set.

DCMS has four National Indicators (NIs) within the set of 198:
NI 8 Participation in sport and active recreation
NI 9 Use of public libraries
NI 10 Visits to museums and galleries
NI 11 Engagement in the arts 

This report presents baseline estimates for those local authorities that selected one or more of the cultural National Indicators, 9, 10 and 11. Data are based on interviews conducted between April 2008 and October 2008. This is the first time comparable data on cultural engagement at the local level have been collected and published.

The report is accompanied by a workbook containing baseline estimates for each of the three cultural indicators for every upper-tier local authority in England.

Interim progress will be available in December 2009, using data collected between October 2008 and October 2009. Final progress will be assessed in December 2010, using data collected between October 2009 and October 2010.
