Independent Review of S4C

Following a request from the S4C Authority, the Secretary of State commissioned an independent review of S4C. Roger Laughton, Head of Bournemouth University Media School has now completed his review assisted by Meurig Royles as Welsh language assessor.
The terms of reference for the review were:
i. to assess, in light of the Communication Act's reaffirmation of S4C's status and remit:
- the efficiency with which S4C utilises the resources made available to deliver its statutory responsibilities.
- the extent to which other sources of funding, including efficiency savings, could make a greater contribution alongside that which S4C receives as grant–in-aid.
- the extent to which S4C's latest strategic plan provides an effective basis on which to plan for the future.
ii. to examine the particular implications for S4C of the Government's proposals on the future of digital broadcasting.
The review included:
a) consultation with a wide range of interests, including organisations representative of those sectors where the role of S4C is of particular significance; and
b) consideration, to the extent that the reviewer judges appropriate, of the outcome of and evidence generated by S4C's internal review process.

Adolygiad Annibynnol o S4C
Yn dilyn cais gan Awdurdod S4C, comisiynodd yr Ysgrifennydd Gwladol adolygiad annibynnol o S4C. Mae Roger Laughton, Pennaeth Ysgol y Cyfryngau Prifysgol Bournemouth bellach wedi cwblhau ei adolygiad gyda chymorth Meurig Royles fel aseswr iaith Gymraeg.
Y cylch gorchwyl ar gyfer yr adolygiad oedd:
i. asesu, yn sgîl ailddatgan statws a chylch gwaith S4C yn y Ddeddf Cyfathrebu:
- effeithlonrwydd S4C o ran defnyddio'r adnoddau sydd ar gael i gyflawni ei chyfrifoldebau statudol.
- y graddau y gallai ffynonellau ariannu eraill, gan gynnwys arbedion effeithlonrwydd, wneud mwy o gyfraniad ochr yn ochr â'r hyn y mae S4C yn ei gael fel cymorth grant.
- y graddau y mae cynllun strategol diweddaraf S4C yn sail effeithiol i gynllunio ar gyfer y dyfodol.
ii. archwilio goblygiadau penodol cynigion y Llywodraeth o ran dyfodol darlledu digidol i S4C.
Roedd yr adolygiad yn cynnwys:
a) ymgynghori ag amrywiaeth eang o ddiddordebau, gan gynnwys sefydliadau sy'n cynrychioli'r sectorau hynny lle mae rôl S4C yn arbennig o bwysig; a
b) ystyried, i'r graddau sy'n addas ym marn yr adolygydd canlyniad yr adolygiad mewnol a gynhaliwyd gan S4C a thystiolaeth yn deillio ohono.
