United Kingdom Anti-Doping (UKAD) Board member appointments

Gerry Sutcliffe, the Minister for Sport, has appointed Michael Brace, John Brewer, Philip Carling, Andrew Sellers, Janice Shardlow and Justin Turner as members of the UKAD board. The appointments are for a three/four year term which commenced on 23 November 2009.

Biographical Details

Michael Brace
Michael Brace has had 2 parallel careers – one working in local government/voluntary sector and the other competing in, and administering sport. In 2001, Michael took up his current role as Chief Executive of VISION 2020 UK, an umbrella charitable organisation.  His sporting career included competing in 6 Winter Paralympic Games, and undertaking the role of Chef de Mission in a seventh.  He then attended and acted as Head of Delegation in a further five Winter and Summer Paralympic Games, including Beijing 2008. In 2003 he was appointed to the Bid Board for 2012, and led the Paralympic part of the successful submission. He was Chairman of Paralympics GB from 2001 to 2008, a Board Member of London 2012 until February 2009, a member of the advisory board establishing UKAD during 2008/9, and has successfully managed sports teams in Athletics, Skiing and Cricket. Michael was awarded an OBE in 2005 and a CBE in 2009 for services to Disabled Sport.      


John Brewer
John began his career as Head of Sports Science for the Football Association; he spent 18 years as joint Director of the Lilleshall Sports Injury and Human Performance Centre at Lilleshall National Sports Centre in Shropshire, delivering sports science support to a range of National Governing Bodies. In 2004 he became Director of Sports Science for GlaxoSmithKline whilst also chairing Pro-Active West London, the County Sports Partnership for West London, and Chair of the London Regional Sports Board. In 2009 John become a Professor of Sport at the University of Bedfordshire, and also Chair of the British Handball Association.


Philip Carling
Since 2004 Philip has been the Chair of the Sports Council for Wales. Philip is a former Chief Executive of Nottinghamshire and Glamorgan County Cricket Clubs and was a member of the Test and County Cricket Board from 1978-1990. Philip is an experienced business consultant who has worked successfully with a number of organisations from the public, private and voluntary sectors on major projects and sponsorship/marketing campaigns, including the Rugby World Cup 1999, the Noah’s Ark Appeal and Mencap in Wales. Philip is also Chair of UK Sport's Remuneration Committee and National Anti-Doping Organisation Project Board, and is a member of UK Sport's Audit Committee and Major Events Panel.


Andrew Sellers
Andrew was a police officer in the Metropolitan Police Service for 30 years, primarily working in the field of serious organised crime and anti corruption.  In April 2006 he joined the newly formed Serious Organised Crime Agency and runs the London South East region Enforcement directorate.  He is also a member of the ACPO Drugs Committee and is currently working closely with the Metropolitan Police Service and Home Office to meet the potential threat from serious organised crime to the 2012 Olympic Games.  Andrew has been working closely with UK Sport in the development of the new Agency and has been a member of the transitional board.


Janice Shardlow
Janice is a solicitor and Head of Governance and Legal at the British Equestrian Federation. She has worked in the legal sector for over 25 years in private practice, legal education and, latterly, sport. She is a current participant in the UK Sport International Leadership Programme. Outside of her work life she has a keen interest in a wide range of sports including equestrian sports, cycling and swimming.


Justin Turner
Justin Turner was brought up in South Somerset. He went to Wadham Comprehensive School in Crewkerne and thereafter the Royal Veterinary College, graduating in 1986. He awarded a PhD in Immunology from Cambridge University in 1990. Justin was called to the bar in 1992 and took silk in 2009. His particular specialty is technical disputes cases concerning life sciences and in particular intellectual property disputes. He is a member of GTAC the department of health advisory committee on gene transfer and stem cell technology.

Notes to Editors

  1. The appointments will be for a three/four year term which commenced on 23 November 2009.

  2. These appointments attract a remuneration of £215 per day.

  3. The time commitment is 1-3 days per month.

  4. UKAD will take over the anti-doping function currently delivered by UK Sport.  This will include the existing test management and education responsibilities, together with significant new powers including the centralisation of case management as currently carried out by the national governing bodies of sport, and a strong focus on developing the new organisation’s capabilities in the use of intelligence.  A particular focus will be ensuring that the organisation is geared up to assume responsibility for the case management of doping cases and that UKAD develops its ability to share information and intelligence with the Serious Organised Crime Agency (SOCA), the Police, and the UK Border Agency.

  5. The UKAD board will have a membership of seven, made up of the Chair (David Kenworthy) and six board members. Appointments of the board members will commence in autumn 2009. The Chair and members are appointed by the Secretary of State for Culture, Media and Sport.

  6. The DCMS is committed to the principle of public appointments on merit with independent assessments, openness and transparency of process and to providing equal opportunities for all, irrespective of race, age, disability, gender, marital status, religion, sexual orientation, transgender and working patterns. Appointments are made on merits and political activity plays no part in the selection process. Michael Brace, John Brewer, Philip Carling, Andrew Sellers, Janice Shardlow and Justin Turner have not undertaken any political activity during the past five years.
