Tessa Jowell Names Board Of Olympic Lottery Funding Body

Olympics Minister Tessa Jowell today announced the line-up of members for the Board of the Olympic Lottery Distributor (OLD), taking its membership to five including the Chair.

The OLD is the body responsible for the distribution of Lottery money to support the 2012 London Olympic and Paralympic Games.

The four board members are:

  • Hilary Daniels,
  • Sharmila Nebhrajani,
  • Sir Craig Reedie and
  • David Ross

The new members will join Janet Paraskeva who was appointed to chair the OLD on 1 March.  Board members will be appointed for four years, with the option of reappointment.

The OLD came into existence in July 2005, following London's success in being selected as 2012 host city, and has been operating since then with an interim board.

"I am delighted to be able to complete the membership of the OLD board.  The team announced today bring considerable skills and experience from a variety of professions in both the private and public sector.

"Lottery money is central to the overall funding package for the London Games and the Olympic Delivery Authority's capacity to deliver world class facilities by 2012.   The OLD will play an important role distributing this money and ensuring that it is spent effectively."

The Olympic Lottery Distributor's remit is to fund any facility, function or service it considers necessary or expedient for the delivery of the 2012 Games and will monitor grants to ensure they are spent effectively.  It will be a lean organisation, operating with a core of essential staff.

Notes to Editors

1. The appointment of OLD board has been made in accordance with the Office of the Commissioner for Public Appointments Code of Practice. 

2. The posts are part time, circa one day per month, and attract remuneration of £195 per day.

3. Board members will be appointed for four year terms, from 15 April 2006 to 14 April 2010.

4. The creation of the Olympic Lottery Distributor was provided for in the Horserace Betting and Olympic Lottery Act 2004 and the distributor was legally established by a Commencement Order which came into force on 8 July 2005. It has operated under an interim board consisting of Sir Andrew Foster as Chair, with Jill Barrow, David Ross and Huw Thomas. 

5. All public appointments are made on merit and political activity plays no part in the selection process.  However, in accordance with the original Nolan recommendations, there is a requirement for appointees' political activity to be made public.  None of the board members has declared any political activity in the last five years.

6. Biographies:

Hilary Daniels
Hilary is Chief Executive of West Norfolk Primary Care Trust.  She is a member of the Professional Oversight Board for Accountancy and a Governor of the Papworth Hospital NHS Foundation Trust.  She is also a former President of the Chartered Institute of Public Finance and Accountancy.

Sharmila Nebhrajani
Sharmila is Chief Operating Officer, BBC New Media and Technology.  She is a former Head of Corporate Planning and a former Senior Strategy Adviser at the BBC and her other business experience includes telecoms and strategy consulting. She is Deputy Chair of the Human Fertilisation and Embryo Authority and has also recently been appointed to the Human Tissue Authority. 

Sir Craig Reedie
Sir Craig is the former Chairman of the British Olympic Association (BOA).   He is a member of the International Olympic Committee and was a Director of Manchester Commonwealth Games Ltd.  He is a Director of London 2012 Ltd and a former Deputy Chairman of UK Sport. 

David Ross
David qualified as a chartered accountant with Arthur Andersen & Co. He co-founded and is currently Deputy Chairman of The Carphone Warehouse, Europe's leading mobile communication retailer. He took a lead role with The Carphone Warehouse IPO in July 2000. He is Chairman of National Express Group Plc and a non-executive director at Wembley National Stadium Limited, Big Yellow Self Storage Plc, Cosalt Plc and Trinity Mirror Plc. During 2005 David led as Chairman the flotation of Gondola Holdings, in which TDR Capital were the majority shareholder.  He has recently been appointed as a Trustee of the National Portrait Gallery.
