Public Lending Right Advisory Committee - Member
Time Commitment Around two committee meetings a year.
Location of Meetings Generally in London and Stockton-on-Tees.
Remuneration Members are not remunerated, but travel and other reasonable expenses may be claimed.
Term of Appointment The appointment is expected to be made in October/November 2006 for a four year term with the possibility of review for a further term.
Background The PLR Advisory Committee is a non-statutory committee, appointed by the Secretary of State for Culture, Media and Sport, which advises the Registrar of Public Lending Right and DCMS Ministers on the operation of the PLR scheme. The scheme gives effect to the PLR Act (1979) by which authors have a legal right to receive payment for the free lending out of their books by public libraries. Payments are made to eligible authors in accordance with how often their books are lent out from a selected sample of UK public libraries. The scheme is open to authors resident in all European Union countries.
The Role PLR is committed to ensuring that authors from ethnic minority and under represented groups are aware of the existence of the scheme and are actively encouraged to register their books so as not to miss out on their PLR opportunity. PLR is looking to develop and better target its promotional and registration procedures so as to reach all published authors regardless of ethnic background, language, disability or any other barriers.
The Person The successful candidate should be able to demonstrate:
- commitment to writing and writers, and in particular to helping authors from ethnic backgrounds realise their full potential
- awareness of the issues faced by ethnic writers in the UK publishing market, and the ability to communicate these effectively at Committee meetings
- the ability to provide practical advice to the Registrar and his team on the best ways of reaching out to authors from ethnic backgrounds
- an interest in, and ability to understand, the wider issues affecting authors' rights, public librarians and publishing which come before the committee
- the ability to support the Committee in its wider recommendations to the Registrar and DCMS for the future development of the scheme.
