Time Commitment Expected to be up to eight days per month and likely to be more at peak times during the competition to award the third National Lottery operating licence.

Term of Appointment The appointment is expected to be made in October 2006 for a four year term with the possibility of review for a further term.
Background The National Lottery Commission (NLC) is a Non-Departmental Public Body (NDPB) whose remit is to select, monitor and report on the performance of the operator of the National Lottery (currently Camelot) and to enforce its licence. The NLC's overriding statutory duties are to ensure that the Lottery is run with propriety and to protect the interests of all players. Subject to fulfilling these two duties, the NLC's further duty is to maximise the proceeds of the Lottery available for Good Causes. The National Lottery is an established part of life in Britain, generating over £18.5 billion for Good Causes, with ticket sales in excess of £5 billion in 2005/06.
The Role DCMS is looking for an outstanding individual to be Chair of the NLC. The NLC is presently running the competition to award the third operating licence, which will commence after the current licence expires in January 2009. Bids are to be submitted by 1 December 2006.
The Person Applicants will need to have:
- Experience of senior management and/or governance in a significant public, voluntary or private sector organisation;
- An impressive track record in providing effective, strategic leadership and judgement and strong analytical ability;
- Excellent representative and media handling skills, including confidence in controversial or difficult situations, and the authority to manage stakeholder relationships effectively and persuasively;
- An understanding of Government and its objectives for the National Lottery, including issues of player protection, and an understanding of – and commitment to – public service values.
