Culture South West - Chair
Time Commitment Around 2-3 days a month, including attending Board meetings (this could be 4 or 5 times a year)

Remuneration Remuneration of £208 per day is offered to a maximum of £5,000 per financial year. Reasonable expenses may also be claimed.
Term of Appointment The appointment is expected to be made in early 2007 for a four year term with the possibility of review for a further term.
Background Culture South West aims to improve the quality and range of cultural activity available to those living in or visiting the South West of England. This covers not just the arts in their various forms and it's museums, libraries and galleries, but also recreational and sporting activities and the appreciation of the region's landscape, it's heritage and architecture. Culture South West also aims to support the further development of the region's creative industries, that is those industries that have their origin in individual creativity, skill and talent and which have a potential for wealth and job creation through the generation and exploitation of intellectual property.
Culture South West is one of eight Regional Cultural Consortiums set by the Department for Culture, Media and Sport in 1999 to champion the wide spectrum of cultural and creative interests in the English regions. The consortiums are responsible for developing and implementing regional cultural strategies and play a significant part in central policy making, regional data collection and research. Culture South West's prime roles are advocacy of the broad range of cultural and creative interests in the region and acting as a catalyst for strategic engagement with other key national and regional players. It's approach to advocacy is based around economic and social regeneration and regional distinctiveness, encompassing the public, private, educational and voluntary sectors.

The Role The Chair is responsible for: - providing strong strategic leadership of the Consortium;
- being the primary advocate for the Consortium and through it representing the whole spectrum of cultural and creative interests in the region;
-overseeing the review of the regional cultural strategy and ensuring actions identified are taken forward;
- continuing to build on relationships and partnerships with regional partners, including the South West of England Regional Development Agency (with which there is a Memorandum Of Understanding), the South West Regional Assembly (with which there is a Memorandum Of Understanding) and the Government Office for the South West;
- supporting the development of the Consortium's partnership with all the main regional cultural and creative agencies including those from the private sector;
- advising Government on regional cultural and creative issues and specific related issues;
- overseeing Consortium business, finance and staff appointments.
The Chair also has particular responsibility for providing effective strategic leadership on the following matters:
- formulating the Board's strategy for discharging its statutory duties;
- encouraging high standards of propriety and promoting the efficient and effective use of staff and other resources throughout the Consortium;
- ensuring that the Board, in reaching decisions, takes proper account of guidance provided by the Secretary of State or the Department;
- representing the views of the Board to the general public; and
- providing an assessment of performance of individual Board members, on request, when they are being considered for re-appointment to the Board.
The Chair will also be responsible for the composition and appointment of the board in accordance with the relevant governing documents and guidance issued by the Commissioner for Public Appointments.
The Chair will also be responsible for appointing Culture South West staff. Currently the staff team comprises 7.

The Person The Chair needs to be someone who can command respect across the region, and should have a general awareness of the cultural and creative industry sectors in the region. A more detailed knowledge of at least one cultural sector and its role in the region is also desirable but it is vital that the Chair should be seen as even-handed and engaged with all sectors represented. The Chair should also have an understanding of the wider picture of social and economic development in the region. The Chair should be resident in, work in, or be able to demonstrate strong links with, the region.
The Chair should have experience at a senior level in the public, private or voluntary sector or have taken a leadership role in community groups. They will need to communicate effectively at all levels and will take the lead in maintaining effective liaison with Government, the Regional Development Agency, the Regional Assembly and other regional partners including local authorities, the voluntary sector and creative industry interests. Experience of representing a major organisation to senior figures, the media and the public generally is desirable. The Chair is expected to represent the Consortium effectively to Ministers and key international, national and regional partners at meetings and other events, including giving speeches and media handling.
The Chair should have a capacity to focus on high-level strategic issues and should demonstrate a high degree of drive, determination and initiative. He or she should be able to demonstrate skills in strategic leadership, chairmanship, diplomacy and negotiation and should be committed to the public service values of accountability, probity and equality of opportunity.
